一个翻译问题

请教一下这句话怎么翻译比较顺口
WORD上的翻译就不要提了……

PS：velocity light之间掉了个of……

that has to be postulated to understand the photoelectric effect 是个 attributive clause，修饰 light quantum 用的
似乎你在velocity和light之间少打了一个of

has to = have to ，意思是“不得不，必须”

moves with the velocity light(应该是光速的意思)，这句话是“以光速移动”
